      The question is what kind of bubble are we talking about? These are some examples of water turning into bubbles, there are probably more!

      You can make a bubble of water itself if you boil water. The vaporization of water molecule creates bubbles which you can see when you boil water befor cooking pasta.

      You can make a bubble of air, surrounded by water. In this case you need to add something else to water with different properties which makes the spherical shape of a bubble stable. This is what happens when you use a bubble blower (you could try with water and some soap) or in the foam of a pint of beer.

      But you can also make bubbles of water by splitting water! The chemical formula of water is H2O. Under certain circumstances it is possible to split molecules of water into molecules of oxygen and hydrogen, which form bubbles in water.
